John Allen Mr. John Allen is a Vice President and Senior Market Manager serving as Battelle’s Energy, Transportation, and Environment Division Relationship Manager for U.S. Department of Transportation (DOT). In this role, he is responsible for Battelle’s DOT client relationship and business development efforts as well as managing safety research projects for Battelle. Mr. Allen has managed many projects involving the analysis of regulatory and public policy issues related to transportation, specializing in motor carrier safety and hazardous materials (hazmat) transportation. Mr. Allen has 24 years of experience in transportation planning and management, both with government agencies and the private sector.

In terms of project experience, Mr. Allen served as Program Manager for the recently completed Hazardous Materials Transportation Safety and Security Field Operational Test for DOT’s Federal Motor Carrier Safety Administration. He also led the development of a Public Sector Safety Reporting Center concept which was field tested by DOT and several state agencies with the goal to improve coordination of hazmat incidents and security alerts.

Mr. Allen is affiliated with several professional organizations, including the Transportation Research Board Committee on Transportation of Hazardous Materials, where he served as chairman and has been a committee member for the past 12 years. He is also a member of the Department of Energy’s Transportation External Coordination Working Group, which provides review and feedback to DOE on its overall Transportation Program activities. Joe CarvittiMr. Joe Carvitti is a Project/ Program Manager within Battelle’s Energy, Transportation, and Environment Division. As account manager for Federal Highway Authority’s (FHWA) Office of Environment, he is currently managing Battelle’s FHWA Environmental Research and Technical Support contract.

Mr. Carvitti has more than 25 years of experience in industrial air, waste, and waste pollution control/evaluation. He has direct experience in managing and conducting technical work for large programs in areas related to environmental stewardship, regulatory development, transportation control measures, and solid and hazardous waste. In the area of transportation environmental issues, Mr. Carvitti has managed and/or conducted technical studies related to air quality, ecological resources, water resources, economic analyses, hazardous waste, and environmental stewardship.

Mr. Carvitti’s project experience includes developing the AP-42 emission factor for trace-metal emissions from tire wear; conducting exposure and risk assessments for routine and accidental industrial- and transportation-release scenarios for toxic gases (organic and inorganic); and preparing the air quality portions of Environmental Impact Statements (EISs) for transportation of coal from western coal mines. He authored sections of an EPA workbook on methods of analysis of ambient PM air quality data.
