National and local transportation security experts gathered in Columbus Sept. 24-25 to discuss ways to improve air-surface cargo security and productivity. Retired Vice Admiral John Shkor, Chief Operating Officer of the Transportation Security Administration, was the keynote speaker for the forum.
A major area of concentration during the working session was the Electronic Supply Chain Manifest (ESCM)-a system of smart cards with integrated biometrics secured internet transactions for the air cargo industry. A demonstration of the ESCM was conducted in Chicago and New York in late 2002, and showed not only improved cargo security but also increased efficiency and productivity within the supply chain.
The goal of this forum was to seek feedback from supply chain stakeholders on the ESCM demonstrations and outcomes, and to offer input on designing the next steps in implementing an ESCM process in the industry.
"Columbus has become a logistics powerhouse," said Bob Acker, senior program manager for Battelle's Transportation group. "It's a natural fit that emerging air and surface cargo security technologies should be at the forefront of our efforts."
"The fact that the country's top experts came here to consult with our local leaders on this critical national issue increases dramatically our potential for creating high-skill, high-wage jobs," said Leslie Weilbacher, executive director, Advanced Logistics Council in Columbus.
The Air Surface Cargo Security and Productivity Forum was conducted at The Blackwell at The Ohio State University. Attendance was by invitation only. The Forum was hosted by the Advanced Logistics Council at the Greater Columbus Chamber of Commerce, coordinated by Battelle, and supported through the U.S. Department of Transportation, Federal Highway Administration.

Advanced Logistics Council
