Battelle has more than 10 years of experience operating on-site analytical laboratories in support of the U.S. chemical stockpile disposal program.
OUR APPROACH
Battelle provides support to the U.S. chemical stockpile disposal program in the areas of laboratory, monitoring, environmental, surety, and process engineering support. Our experience includes the now closed Aberdeen Chemical Agent Disposal Facility (ABCDF), the Anniston Chemical Agent Disposal Facility (ANCDF), and the Tooele Chemical Agent Disposal Facility (TOCDF). In addition, Battelle has provided extensive environmental permitting support, design review, and process development support to the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) and Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), both now under construction. Once operational, Battelle will also provide the laboratory and air monitoring support for these facilities.
Core competencies in chemical demilitarization plant support include:
- Chemical Agent Laboratory Operations and Air Monitoring— Battelle conducts air monitoring and operates the chemical analytical laboratories at ANCDF, BGCAPP, PCAPP, and TOCDF. Monitoring personnel are responsible for the installation, calibration, operation, and routine maintenance of Depot Area Air Monitoring System (DAAMS), MINICAMS, and Automatic Continuous Air Monitoring System (ACAMS) equipment that are used to monitor and identify chemical agent concentrations in work areas, process areas, and in process exhaust gas. Laboratory personnel are responsible for the method development and routine analyses of a variety of liquid and solid process samples and analysis of DAAMS sorbent tubes. Much of the analytical work is focused on analysis for chemical agents GB, VX, mustard, and their associated breakdown products. In addition, standard analytical techniques for parameters such as metals, volatile and semi-volatile organics, energetics, pH, COD, TSS, and TDS are utilized to meet process and environmental requirements for a variety of sample matrices.
- Chemical Surety/Security— Battelle provides surety support at ANCDF and surety/security support and management at TOCDF. These activities ensure that the sites are compliant with the requirements of Army Regulation (AR) 50-6, Chemical Surety.
- Environmental Permitting and Compliance— Battelle personnel provide support to the environmental programs at TOCDF and PCAPP, including management responsibility for the program at PCAPP. Over the past 17 years, Battelle has developed extensive experience associated with environmental compliance, environmental permitting, and trial burn/pilot testing support associated with chemical agent disposal operations. In addition, Battelle personnel maintain excellent working relationships with the state environmental regulators associated with these two facilities.
- Process Engineering Support—Battelle personnel were instrumental in the process design, process testing, and ongoing process engineering support for the neutralization-based ABCDF, which closed in December, 2006. Expertise gained on the ABCDF project is now being utilized by Battelle during the ongoing design phase for both the BGCAPP and PCAPP projects.
