Paula Mabee, Ph.D.
Chief Scientist and Observatory Director, National Ecological Observatory NetworkPaula Mabee became the Chief Scientist and Observatory Director for the National Ecological Observatory Network (NEON) in early 2020. She was most recently a Nolop Distinguished Professor in the Department of Biology at the University of South Dakota, serving in that capacity since 1997. She joined the National Science Foundation in 2015, serving until 2017 as Division Director for the Division of Environmental Biology in the Directorate of Biological Sciences. -
Hank Loescher, Ph.D.
Neon PanelistHank has served as a panelist on the NSF Conceptual Design Review of NEON, on the Technical Review Committee, and as the Chair of the Tower Systems Tiger Team.

Forest Banks
Senior Capture ManagerForest is a Senior Capture Manager for Battelle and has been supporting scientific research for the past 20 years. Primarily focused on remote operations in logistically challenging locations, Forest’s research support has included managing systems integration/remote sensing installations for the National Ecological Observatory Network (NEON), operations, and construction of the IceCube Neutrino Detector at the South Pole. His work has taken him to more than 70 countries, primarily in the polar regions. He has a strong focus on community collaborations, Indigenous culture and inclusion, workforce development and STEM education.
