OTAs are legally binding agreements that may be used by the government to engage industry and academia for a broad range of research and prototyping activities. OTAs are typically defined by what they are not: they’re not standard procurement contracts, grants, or cooperative agreements. As a result, they are not generally subject to the federal laws and regulations that apply to government procurement contracts (e.g. FAR/DFARS).

The Cornerstone OTA differs from other OTAs as it is strictly government-managed, allowing for reduced timelines and low costs. The broad scope supports research, development, prototyping, demonstration, qualification and integration of manufacturing capabilities and capacities into the US Industrial Base and supply chains.
CWMD supports areas of Consequence Management and Hazard Mitigation; Threats and Vulnerabilities Awareness; Chemical, Biological, Radiological, Nuclear and High Explosives (CBRNE); Research and Development; and Emerging Technologies related to CWMD.
DIBC will help the DoD access technologies that are not normally given beyond commercial development. It will stimulate growth of the defense industrial base thus helping with the national Defense Industrial Strategy. Addressing areas like defense supply chain pain points, develop the industrial workforce, sustain critical production, and allow complementary investments from other federal agencies.
EMC2 supports the Naval Surface Warfare Center, Crane Division (NSWC Crane) focusing on areas of Power & Energy Systems; Specialized Munitions; Weapon Systems; Maneuver; Surveillance & Engagement; Integrated Software; Command Control; Communications & Information & Cyber; and Electro-Optic Technology.
Innovation Warfare Research Project (IWRP) engages industry and academia to develop and mature technologies in the field of Information Warfare that enhance Navy and Marine Corps mission effectiveness.
Supports innovative medical solutions for DoD detection, prevention and treatment of military forces to counter Chemical, Biological, Radiological and Nuclear (CBRN) threats.
Focused on technologies that can make the wounded whole again through development of Prevention, Diagnosis and Treatment of Infectious Diseases, Care of Combat Casualties, Rehabilitative Medicine, Military Ops Medicine and Advanced Medical Technologies.
Supports US ground vehicle systems, subsystems, and component technologies to expedite the innovation, development and production of new ground system capabilities for the US warfighters.

Solving problems related to 5G, 5G-based technologies, and spectrum access and sharing, NSC builds brides between key stakeholder groups (government and industry) to deliver two essential outcomes: (1) breakthroughs in spectrum and spectrum-dependent capabilities and (2) policy and regulatory insights to enhance, inform and sustain U.S. technical leadership
Supports the technology needs of Naval Air Warfare Centers and Naval Air Systems. The Broad scope technology solutions include propulsion and power; avionics; human systems; weapons and energetics; research, testing, evaluation and engineering; and simulation and modeling.
Supports naval surface technology innovation to provide research, development, test and evaluation, analysis, integration and certification of complex naval warfare systems.
The U.S. Army Contracting Command-Rock Island (ACC-RI), in support of the US Army XVIII Airborne Corps (ABC), awarded the Environment Production Marketplace award to One Nation Innovation (ONI; 501(c) (3) non-profit) under Other Transaction Authority (OTA); known as the Open National Innovation Exchange (ONIX).
Technical focus will include Medical Technology (MedTech), Vaccines and Therapeutics (Vx/Tx), and others aligned with BARDA's mission.
The SOSSEC Consortium was specifically formed to address the needs of the Department of Defense (DoD) for research, development and prototype support.
SCEC was created to conduct research, development, and testing in cooperation with the Government, leading to technology demonstrations and prototype projects in the sensors, communications and electronics sciences and other related fields to maintain and improve warfighter command, control, communications, computer, intelligence, surveillance and reconnaissance capabilities in complex environments.
Expedites development, demonstration, and delivery of prototypes to increase warfighter readiness with a focus on modeling, simulation, and training.
UTIC promotes the rapid development, prototyping and commercialization of innovative undersea and maritime technologies.
