Other Transaction Authority (OTA)

OTAs are legally binding agreements that may be used by the government to engage industry and academia for a broad range of research and prototyping activities. OTAs are typically defined by what they are not: they’re not standard procurement contracts, grants, or cooperative agreements. As a result, they are not generally subject to the federal laws and regulations that apply to government procurement contracts (e.g. FAR/DFARS). OTAs are generally executed with the DoD where the Government can enter into an OTA with a single entity or with a Consortium. If only one prototype needs to be developed and acquired, the Government may prefer a single competition. When multiple prototypes will need to be developed over time within defined technology areas, Government can establish a lasting partnership with a relevant industrial base through a Consortium.
